The Senator from California, one of the two, is in favor of this denial, despite the XL going nowhere near California. China is anxious to buy California crude oil, mined via fracking using water normally put to drinking water and agriculture in my state. This is the drinking water of around 4 million people, so those need to get kicked out of California to make Fracking go ahead. Considering that drinking water is run through about 6 sets of kidneys before escaping to the sea, that's more like 24 million people who need to get out of California. Don't let the door hit you on the backside.
Between CARB banning vehicles, and electric vehicles costing $65K and up, who lives in California, exactly? Oh, rich people. Best not to live in the places where drinking water is going to Fracking for oil, which is going straight to China via tanker, not here, Not for you.
Keystone XL would have processed oil into gasoline, for profit, and then shipped that to the EU, which would have provided relief for the EU against Russian attacks and "shutdowns" on the pipeline going through the Ukraine, which they invaded to "protect".
The whole thing isn't very nice, but at least the roads are still paved, despite the costs, and we still have gasoline to buy, today, despite the cost. Someday we won't. But don't worry about that. Everybody will suffer together. Except rich people who can afford to buy fuel.

I have said before that the Keystone XL pipeline is complicated, but we had more to gain but sending the energy to the EU than to China, which wants to kill us all. The EU just wants to feel superior. They have no particular reason to murder us. China does.
